Cross-Categorical: Special Education, Intellectual Disabilities, Emotional Disabilities and Learning Disabilities, Licensing


Edgewood’s Cross Categorical Special Education License is based on the Wisconsin Educator Standards and the Council for Exceptional Children Teaching Standards and is for individuals interested in teaching in K-12 Elementary, Middle and Secondary schools.  

Our program is geared toward working adults and career changers, recent college graduates, and Provisionally Licensed with Stipulations Teachers (emergency-licensed teachers). 

The initial license sequence includes 28 credits of coursework with clinical field experiences, and supervised student teaching. The initial license courses can be applied toward a 34-credit Master’s of Arts in Education.   

Classes are offered evenings and incorporate blended/online synchronous delivery formats.   

Program Requirements


  1. The Wisconsin Department of Public Instruction has established competencies that must be completed prior to granting PI34 Licensure. A majority of these mandated competencies are embedded in required coursework and experiences and met through prior coursework. Advisors will discuss program plans individually with each student, suggesting courses to meet these mandates if there is a need.  
  2. Students who do not have a teaching license will need to complete the Initial Licensure Sequence.
  3. Candidates must maintain a 3.0 cumulative GPA.
  4. WIDPI License Requirement change to K-12 requires candidates to understand young children through Adolescent Development:  EDU 616   Child Development at Edgewood College. The candidate’s transcript audit and life/teaching experiences are considered in this determination.
  5. All students seeking Initial License must pass the ALTFORT Reading Portfolio 
    1. Pass EDU 606   and EDU 608   with a 3.0 average or above in each course.
      1. ​Students who have less than a 3.0 will retake the specific course.
    2. Complete a Reading Portfolio in each course documenting Reading Assessment and Reading Planning and Instruction with a Proficient Rating.
    3. Receive Reading Coaching and Feedback from a Licensed Reading Specialist license 5017 through observations of Reading Assessment & Instruction.

An ADD-ON license is offered to those applicants with an existing education license for 12-18 Credits. Number of credits is based on Transcript Audit.

Clinical Experiences


Clinical Experiences are required for the MA in Education: Special Education Concentration:  

Students are to enroll in the designated practicum/clinical experience during the same semester that they take the associated ED courses: 

EDU 604   and  EDU 602    – Students are to complete an Initial Level Clinical Placement of 15 hours through concurrent enrollment in EDU 620 .

EDU 606   and EDU 608  – Students are to complete an Intermediate Level Clinical Placement of 15-20 hours through concurrent enrollment in EDU 621 .  

EDU 612   – Students are to complete an Advanced Level Clinical Placement of 25 hours through concurrent enrollment in EDU 622 .  

EDU 614   – Students are to complete an Advanced Level Clinical Placement of 25 hours through concurrent enrollment in EDU 622 

EDU 618   – Students are to complete an Advanced Level Clinical Placement of 15-20 hours through concurrent enrollment in EDU 622 

These clinical hours fulfill degree completion and certification requirements for licensure as a teacher. 

Practicum placement, observation, and assessment are coordinated through the Office of Clinical Experiences. 

A supervision plan of the clinical experience will involve observation and assessment and assigned through the clinical office.
